LEGAL NOTICE –

The CITY OF
LAFAYETTE, AL, is soliciting Statements of Qualifications from licensed engineering firms and individuals to provide professional services to be provided in connection with a downtown water system improvement project supported by Appalachian Regional Commission (ARC) funding, pending award. ENGINEERING SERVICES: The scope of work shall include, but is not limited to, assisting with the preparation of a grant application to be submitted to the appropr ate state or federal agency. If the grant is awarded, the City will determine the level and scope of services to be provided by the consultant. A lump-sum, fixed-fee proposal will be required. Engineering services are required for all phases of the construction. The selected firm must be prepared and qualified to perform the following tasks, among others:

Prepare all necessary construction plans and specifications.

Prepare all bid documents and manage the bidding process in accordance with local, state, and federal regulations.

Provide on-site resident inspection services during construction and submit regular progress reports to the City.

Conduct a final construction inspection and issue a final certificate of completion upon project completion.

Deliver as-built drawings to the City.

Qualification Packets will be evaluated and ranked based on the following criteria:

1. Engineering Qualifications- 25 points

2. Background and Experience- 25 points

3. Personnel/Professional Qualifications- 25 points

4. Capacity of Performance- 25 points

Total possible points to be achieved: 100

Submissions must be received by the City Clerk no later than noon, 14 days after this ad, on Wednesday, August 19, 2026. Envelopes containing submissions must be sealed and labeled on the outside as follows: “Statement of Qualifications for Engineering Services, ARC Grant- Funded Downtown Water Project” and may be mailed or hand-delivered to Louis Davidson, City Clerk, City of LaFayette, 50 Alabama Avenue West, LaFayette, Alabama 36862.  All submissions will be evaluated by a selection committee, and all participating firms will be notified after the award decision.
