VALLEY — The Valley City Council unanimously approved a resolution Monday, Oct. 26, rescinding a previously awarded construction bid for the 40th Street Spine Road project.
Webb Utilities and Construction LLC of Wadley was originally awarded the bid during the council’s Sept. 14 meeting.
City Attorney Larry Nix provided procedural guidance before the council entered executive session to discuss the matter. After the council returned to its regular meeting, City Clerk Kathy Snowden read the resolution outlining the reasons for rescinding the bid award.
According to the resolution, the city identified uncertainty regarding unit pricing, amounts and quantities after the bid was awarded but before a formal contract was executed.
The resolution stated that the city attorney and project engineer reviewed the circumstances and recommended rescinding the award to protect the public interest and ensure compliance with procurement regulations.
No notice to proceed had been issued for the project.
Snowden read the portion of the resolution formally rescinding the award.
“The award of the bid for the project to Webb Utilities and Construction, LLC is hereby rescinded and declared null and void.”
The resolution also authorizes municipal staff to reject all remaining bids and readvertise the project for new competitive bids.
Following the reading, the council unanimously approved the resolution by roll call vote. The meeting was then adjourned.
In other business, the council:
• Approved a consent agenda that included two public nuisance declarations, several action items and seven weed liens.
• Approved an ordinance on first reading for the sale of real property at 830 Fairwoods Drive to Shalika Williams.
